Isaac Rugamba is a Development Finance Professional with experience in project management, market systems development, strategy and policy design, stakeholder engagement and resource mobilization. Isaac is a Senior Analyst at Vanguard Economics, a research and advisory firm based in Kigali, Rwanda. Prior to joining Vanguard Economics, Isaac worked with the Ministry of Finance and Economic Planning as an External Finance Officer in the Office of the Government Chief Economist.
Isaac holds a Masters degree in Public Policy and Management from SOAS, University of London and a Bachelor of Arts Degree from the University of Cape Town.
